Data show that global greenhouse gas concentrations have reached new highs in 2020, and this increase will continue in 2021. At the same time, due to global warming, the ocean is first facing a serious warming problem. At present, the temperature of the water at a depth of 2,000 meters in the upper ocean has reached a new record. Simultaneously, the oceans are being acidified by rising concentrations of the greenhouse gas, absorbing about 23% of the carbon dioxide that humans emit each year. It also reduces the ability of the oceans to absorb carbon dioxide, further exacerbating the problem of atmospheric greenhouse gas concentrations.

The worsening climate situation has further led to frequent occurrence of extreme weather worldwide.

Warnings have been issued in many places. The risk level of heavy rain and mountain torrent remains high, and the resulting mudslides and landslides have caused serious damage to the supporting facilities such as electric power, water conservancy and buildings in many mountainous areas and expressways, and greatly affected the effective smooth flow of roads, tunnels and railways in the disaster-stricken areas. , which has further impacted the "industrial supply chain" that has been hit hard under the influence of the epidemic, which is not conducive to the stable and healthy development of the national economy. Meanwhile, the product characteristics of traditional metal materials and building materials also determine that the reconstruction of infrastructure in post-disaster areas, especially in mountainous areas, poses huge challenges in terms of manpower and material resources.
