In China, according to the information of the Central Meteorological Observatory, Sichuan and Chongqing ranked the top ten on the national high temperature ranking list at 14:00 on August 16, among which Chongqing Jiangjin, Sichuan Quxian and Chongqing Tongnan ranked the top three, with the temperature exceeding 42℃. In Europe, accustomed to a temperate maritime climate that is warm in winter and cool in summer, the rise is more pronounced than in other regions. EDF, France's main power company, has been forced to limit nuclear output as warmer rivers and lower water levels have affected the normal operation of cooling systems at nuclear plants. Trains have been delayed and cancelled across Europe because of overheating tracks, asphalt roads have become soft, some hospitals have had to stop making appointments because they are not air-conditioned, and tarmac at RAF bases have been heated.

The causes of heat waves are complex. It is difficult to attribute heat waves to a single cause, as slowing ocean currents, slower movement of high pressure areas, and reduced monsoons due to the reduced temperature difference between the Arctic and the equator all contribute to the formation of heat waves. Of course, climate change is certainly a big factor. The Secretary-General of the World Meteorological Organization (WMO), Talas, made it clear in Geneva on July 19 that extreme heat will become more frequent in the coming decades and the negative trend of climate change will continue until at least the 2060s.
